Relative truth is how ordinary beings perceive phenomena; it is considered true on a conventional level. Ultimate truth is the absolute nature of relative truth, that all phenomena are beyond arising, dwelling and ceasing. This ultimate truth is emptiness, which is only perceived by realized beings.
